It wasn’t always planned to be the Wizarding World we know today.
Back when rights and what not were still in talks and before Universal Creative teamed up with people from the film, the proposed HP island went through many different changes and envisionings. This was one of the earliest.
Much of what you see in the art was laid directly over the existing Lost Continent area that was ultimately lost to Potter. See the tree-trunk structure? That was originally the Enchanted Oak, a counter-service restaurant that stood roughly where the Three Broomsticks stand now.
While there’s a lot of whimsy and charm to this, I know I’m not the only one who can express gratitude that Universal was as flexible as they were with the plans. The authenticity of today’s WWoHP and tomorrow’s expansion is and will be unparalleled.
Lol that picture looks kind of like Equestria: Same amount of uncanny lack of people too.
